Ralph requires a cabinet, yet it consists of one person- Piggy- whom he takes on as advisor. He ignores Jack who would have made a splendid defense minister. Simon could have been spiritual leader/high priest, but he is “batty” and “cracked”. Furthermore, Simon cannot articulate his insights in the kind of direct speech Ralph requires.

The two boys sat on the beach. They were alone; the others were being babysat by Mr. mom aka Piggy. They stared out at the ocean.
